PRODUCTS COMMONLY KNOWN AS KEROSENE, FUEL,
OIL, FURNACE OIL, HEATING OIL, OR BY WHATEVER
NAME KNOWN TO THE TRADE, WHEN USED IN OIL
BURNERS FOR DOMESTIC HEATING PURPOSES OR FOR
PURPOSES OTHER THAN PROPELLING MOTOR VEHICLES.
THE COMPTROLLER MAY BY RULES AND REGULATIONS
REQUIRE DEALERS AND PURCHASERS TO EXECUTE AND
RETURN SUCH CERTIFICATES AND REPORTS AS HE
MAY DEEM NECESSARY OR ADVISABLE, TO SUSTAIN
SUCH RIGHT OF EXEMPTION FROM THE TAX.
(B) NO LICENSE SHALL BE REQUIRED FROM THE
COMPTROLLER TO OBTAIN DIESEL FUEL, LIQUID PRO-
PANE GAS, NATURAL GAS OR ANY SUBSTANCE OR EN-
ERGY OTHER THAN GASOLINE FOR USE IN A CLASS A
VEHICLE, AS DESCRIBED AND CLASSIFIED IN SECTION
3-802 OF ARTICLE 66½ OF THIS CODE WHEN SUCH FUEL
IS PURCHASED FROM A RETAIL SERVICE STATION
DEALER LICENSED UNDER SECTION 140 OF THIS SUB-
TITLE.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new subtitle 20A to the Code of Public Local Laws
of Washington County (1970 Edition, being Article 22 of the Code
of Public Local Laws of Maryland), title "Washington County,"
to follow immediately after subtitle 20 thereof, and to be under
the new subtitle "Loitering," to prohibit any person from loitering
in a public place or places open to the public so as to violate cer-
tain prohibited conduct; to prohibit any person found loitering
as defined from refusing a police officer's reasonable order to
move on; to require identification under certain circumstances;
to define certain terms, to provide a misdemeanor for any viola-
tion of this subtitle; to provide that a police officer may issue a
certain notice in lieu of arresting a violator in order to enforce
this subtitle; and to provide a maximum penalty for conviction
of any violation of this subtitle; all affecting Washington County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new subtitle 20A be and it is hereby added to the Code of
Public Local Laws of Washington County (1970 Edition, being Arti-
cle 22 of the Code of Public Local Laws of Maryland), title "Wash-
ington County," to follow immediately after subtitle 20 thereof, and
to be under the new subtitle "Loitering," and to read as follows:

(a) "Loiter" means to stand around or remain, or to park or
remain parked in a motor vehicle at a public place or place open
