for contempt of court FOR THE PURPOSES OF THIS SUB-
SECTION ORDERS ISSUED PURSUANT TO (C) SHALL NOT
APPLY TO "BANKING INSTITUTIONS" AS DEFINED IN SEC-
TION 63 OF ARTICLE 11 OF THIS CODE.

(f) The Administrator shall make findings on any complaint.
The investigation, notice and hearing shall be in accordance with the
provisions of this subtitle and one copy of the findings shall be given

to each such person involved in the complaint.

Sec. 2. And be it further enacted, That this Act shall take effect

July 1, 1971. BE IT ENACTED BY THE GENERAL ASSEMBLY
OF MARYLAND, THAT SECTION 164(K) OF ARTICLE 83 OF
THE ANNOTATED CODE OF MARYLAND (1969 REPLACE-
MENT VOLUME), TITLE "SALES AND NOTICES," SUBTITLE
"FINANCE COMPANIES," BE AND IT IS HEREBY REPEALED
AND RE-ENACTED, WITH AMENDMENTS, TO READ AS FOL-
LOWS:

(K) "COMMISSIONER" MEANS THE [ADMINISTRATOR
OF LOAN LAWS] COMMISSIONER OF SMALL LOANS, OR
ANY DULY AUTHORIZED DEPUTY NAMED OR APPOINTED
BY THE [ADMINISTRATOR] COMMISSIONER TO PERFORM
ANY FUNCTION IN THE ADMINISTRATION OR ENFORCE-
MENT OF THIS SUBTITLE.

SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JULY 1, 1971.

AN ACT to add new Section 580A to Article 27 of the Annotated
Code of Maryland (1967 Replacement Volume and 1970 Supple-
ment 1971 REPLACEMENT VOLUME), title "Crimes and Pun-
ishments," subtitle "Crimes and Punishments," to follow immedi-
ately after Section 580 thereof and to be under the new subheading
"Picketing of Dwelling Places," making it unlawful to picket
private dwellings and to provide for both criminal sanctions and
injunctive relief.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 580A be and it is hereby added to Article 27 of
the Annotated Code of Maryland (1967 Replacement Volume and
1970 Supplement 1971 REPLACEMENT VOLUME), title "Crimes
and Punishments," subtitle "Crimes and Punishments," to follow
immediately after Section 580 thereof and to be under the new sub-
heading "Picketing of Dwelling Places," and to read as follows:
