(11) TO MAKE AN ANNUAL REPORT TO THE LOCAL
GOVERNING BODY AND THE STATE SUPERINTENDENT
OF SCHOOLS BY NOVEMBER 1ST EACH YEAR. THE RE-
PORT SHALL CONTAIN A STATEMENT SHOWING THE
VARIOUS SUMS OF MONEY RECEIVED FROM THE LIBRARY
FUND AND OTHER SOURCES, AND THE ITEMIZED EX-
PENDITURES, THE NUMBER OF BOOKS, PERIODICALS,
AND ANY OTHER INFORMATION THE STATE DEPARTMENT
OF EDUCATION SHALL PRESCRIBE.
(11) (12) To recommend to the local governing body the pur-
chase, condemnation, rental, use, sale or conveyance of real and per-
sonal property, for any purpose valid under this subtitle;
(12) (13) To select the location of and make or approve plans
for the erection of library buildings thereon subject to the approval
of the local governing body;
(13) (14) To enter into contracts for any library service with
any private party or other library, governmental unit, or coopera-
tive library service center; and
(14) (15) To perform all other acts necessary for the proper con-
trol and development of the library.
(b) The powers and duties of the Board of Trustees of the Enoch
Pratt Free Library are as provided in Chapter 181 of the Acts of
1882 and the Charter and the Articles of Incorporation of the Enoch
Pratt Free Library and other laws applicable to the Board of
Trustees of the Enoch Pratt Free Library.
(c) The powers and duties of the Board of Trustees of the
Washington County Free Library are as provided in Chapter 511 of
the Acts of 1898 and the Charter, Articles of Incorporation, and other
laws applicable to the Board of Trustees of the Washington County
Free Library.

The EXCEPT AS OTHERWISE PROVIDED IN SECTION
171 (B), (C) AND (D) OF THIS SUBTITLE, THE director
shall be appointed by the board of library trustees, and must
meet the standards set up by the State Board of Education.
The director shall act as the general executive officer of the library
and manage the normal operations thereof, according to the broad
policies approved by the board of library trustees. He shall prepare
the annual budget of the library, to be presented for approval to said
board. He shall nominate for appointment, all clerical and profes-
sional employees in the county library and its branches. No employee
shall be appointed by the board without a recommendation from the
director. The director may promulgate reasonable rules and regula-
tions for the use of the library and its branches, stations, and bookmo-
biles, subject to approval by the board of library trustees.

(a) The State Superintendent of Schools shall certificate the pro-
fessional LIBRARY personnel in all public libraries operating under
this subtitle in accordance with this article and subject to the bylaws,
