THE ORGANIZATIONAL STRUCTURE OF THE COUNTY
LIBRARY PROGRAM; PROVIDED HOWEVER, THAT ALL
RESPONSIBILITIES OF LOCAL BOARDS OF LIBRARY TRUS-
TEES PROVIDED FOR IN SECTIONS 172 AND 173 OF THIS
SUBTITLE SHALL BE FULFILLED BY A LOCAL GOVERN-
MENT UNIT OR A BOARD OF LIBRARY TRUSTEES SPECIFI-
CALLY DESIGNATED BY THE LEGISLATIVE BODY OF THE
RESPECTIVE LOCAL GOVERNMENT. SUCH COUNTY GOV-
ERNMENT SHALL LEVY A SUM IN SUPPORT OF THE
LIBRARY AS PROVIDED IN THIS SUBTITLE.

THE ORGANIZATION STRUCTURE SHALL BE AS DETER-
MINED BY THE COUNTY COUNCIL THROUGH CHARTER
AMENDMENT OR LOCAL LAW AND MAY PROVIDE FOR:

(1)    A BOARD OF LIBRARY TRUSTEES APPOINTED PUR-
SUANT TO SECTION 172(A) OF THIS SUBTITLE AND EXER-
CISING THE POWERS AND DUTIES PROVIDED FOR IN SEC-
TION 173 AND OTHER SECTIONS OF THIS SUBTITLE; OR

(2)    A BOARD OF LIBRARY TRUSTEES APPOINTED PUR-
SUANT TO THE PROVISIONS OF THE COUNTY CHARTER
OR LOCAL LAW OR COMBINATION THEREOF AND EXER-
CISING THE POWERS AND DUTIES PROVIDED IN THE
CHARTER OR LOCAL LAW OR COMBINATION THEREOF; OR

(3)    A DEPARTMENT OR UNIT OF THE COUNTY GOV-
ERNMENT, WITH OR WITHOUT AN ADVISORY LIBRARY
BOARD, EXERCISING THE POWERS AND DUTIES PROVIDED
IN THE CHARTER OR LOCAL LAW OR COMBINATION
THEREOF. .

(C)    THE MAYOR AND CITY COUNCIL OF BALTIMORE
CITY SHALL BE GOVERNED BY THE REQUIREMENTS AND
REGULATIONS PERTAINING TO THE ENOCH PRATT FREE
LIBRARY OF BALTIMORE CITY AS PROVIDED IN CHAPTER
181 OF THE ACTS OF 1882 AND OTHER LAWS APPLICABLE
TO THE OPERATION OF PUBLIC LIBRARIES.

(D)    THE COUNTY COMMISSIONERS OF WASHINGTON
COUNTY SHALL BE GOVERNED BY THE REQUIREMENT
AND REGULATIONS PERTAINING TO THE WASHINGTON
COUNTY FREE LIBRARY AS PROVIDED IN CHAPTER 511
OF THE ACTS OF 1898 AND OTHER LAWS APPLICABLE TO
THE OPERATION OF PUBLIC LIBRARIES.

(b) (E) Any library, established and operating under this sub-
title, shall for the period during which it so operates, offer free serv-
ice to residents of the county in which it is located; provided, that
the board of library trustees and the director may make reasonable
rules and regulations for the use of the library and its facilities.
Boards may extend the privileges and facilities of said library to
persons living outside of the county upon the terms and conditions
prescribed by resolution.

(c) (F) The county commissioners GOVERNMENT AND
MAYOR AND CITY COUNCIL OF BALTIMORE may, for the pur-
poses of this subtitle,, acquire by gift, purchase, or condemnation, real
or leasehold property, and may erect thereon out of specially appro-
