in reaching their highest potential for self-development. In recogni-

tion of the social and economic benefit to the citizens of the State to

have access to total library services, the THE State of Maryland, in
collaboration with the counties and Baltimore City adopts the policy
to promote, support and implement the CONTINUE THE ORDERLY
development and maintenance of adequate public and specialized
library facilities and services throughout the State, in whatever

form and by whatever means may be most beneficial and feasible.

Adequate library services are deemed to be necessary to the cultural,
educational and
economic development of the State of Maryland and
to the health, safety and welfare of its people. The State encourages
and supports the development of coordinated programs and services
with other libraries and institutions that will provide the widest
possible access to the library and information resources of the State
and insure more effective and economical services to all library users.

163.

The State Board of Education shall have EXERCISE general
direction and control of library development in the State. The Board
shall have EXERCISE the following powers and duties:

(1) implement the provisions of this subtitle;

(1)    MAKE SUCH RULES AND REGULATIONS AS MAY BE
NECESSARY FOR THE ADMINISTRATION OF THIS
SUBTITLE;

(2)    adopt, pursuant to a consideration of the recommendations of
the Advisory Council on Libraries, library policies and pro-
cedures for the statewide system of libraries;

(3) make such rules and regulations as may be necessary for the
administration of this subtitle;

(4) (3) consider the library needs of the State and recommend
to the Governor and the General Assembly legislation or
changes in legislation as deemed desirable; and

(5) (4) report annually to the Governor and the people of the
State on the support, condition, progress and needs of librar-
ies.

(5) ACCEPT FOR THE STATE OF MARYLAND ANY AP-
PROPRIATION OF MONEY AND/OR MATERIALS FOR
ANY LIBRARY PURPOSES WHICH MAY HEREAFTER
BE MADE FROM THE FEDERAL TREASURY OR FROM
FEDERAL PROPERTY, BY AN ACT OR ACTS OF THE
CONGRESS OF THE UNITED STATES, OR PURSUANT
THERETO,, OR FROM ANY OTHER SOURCE. THE
STATE BOARD OF EDUCATION IS HEREBY CONSTI-
TUTED THE AGENCY FOR THE EXPENDITURES AND
ADMINISTRATION OF ANY SUCH FUNDS OR MATE-
RIALS.

ALL SUCH MONEYS RECEIVED BY THE STATE
SHALL BE DEPOSITED IN THE STATE TREASURY.
THE TREASURER SHALL RECEIVE AND PROVIDE
FOR THE CUSTODY OF SUCH MONEYS, AND SHALL
MAKE DISBURSEMENTS THEREFROM FOR THE PUR-
