nually. Any assessment of real property existing as of June 1, 1929,
or thereafter made, shall continue in force from year to year until
changed pursuant to the provisions of this article.
Sec. 2. And be it further enacted, That except as otherwise pro-
vided herein, this Act shall take effect July 1, 1971.

CHAPTER 749
(House Bill 1303)
AN ACT to add new Sections 763 through 765, inclusive, to Article
66C of the Annotated Code of Maryland (1970 Replacement
Volume), title "Natural Resources," to follow immediately after
Section 762 thereof and to be under the new subtitle "Scenic
Rivers," to create a scenic rivers program, to designate the ini-
tial components of the State Scenic River System, to direct the
Secretary of Natural Resources to formulate and implement a pro-
gram carrying out the purposes of this Act, TO PROHIBIT CER-
TAIN ACTIVITY WITH RESPECT TO SCENIC RIVERS WITH-
OUT A PERMIT, TO PROVIDE THAT SCENIC ASPECTS OF A
RIVER BE CONSIDERED PRIOR TO APPROVAL OF USE OR
DEVELOPMENT PLANS, and requiring all State agencies to
recognize the intent of the Scenic Rivers Program.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 763 through 765, inclusive, be and they are hereby
added to Article 66C of the Annotated Code of Maryland (1970 Re-
placement Volume), title "Natural Resources," subtitle "Scenic
Rivers," to follow immediately after Section 762 thereof and to read
as follows:
763. SCENIC RIVERS
(A) As provided for in this Act, the General Assembly herein
creates a scenic rivers program. The following rivers, including their
tributaries, are the initial components of the State Scenic Rivers Sys-
tem: Patuxent, Pocomoke, Severn, Wicomico (Charles County) and
Youghiogheny.
(B) IN ALL PLANNING FOR THE USE AND DEVELOP-
MENT OF WATER AND RELATED LAND RESOURCES, IN-
CLUDING THE CONSTRUCTION OF IMPROVEMENTS, DIVER-
SIONS, ROADWAYS, CROSSINGS, CHANNELIZATION, LOCKS,
CANALS OR OTHER USES WHICH CHANGE THE CHARAC-
TER OF A RIVER OR WATERWAY, OR DESTROY ITS SCENIC
VALUE, FULL CONSIDERATION AND EVALUATION OF THE
RIVER AS A SCENIC RESOURCE SHALL BE GIVEN BE-
FORE SPECIFIC PLANS FOR USE OR DEVELOPMENT ARE
APPROVED.
(C) NO DAM OR OTHER STRUCTURE IMPEDING THE
NATURAL FLOW OF A SCENIC RIVER SHALL BE CON-
