merit or individual rates. The commissioners shall also have power
to establish and fix minimum premiums to be paid by any employer
insured or insuring in the State Accident Fund, and to require the
payment of the estimated premiums in advance. The commissioners,
in their administration of the State Accident Fund, shall have the
power, with the approval of the Secretary of Personnel, to declare
dividends to the subscribers or policyholders in the fund, either in
the form of cash refunds or credits, when the financial condition of
the fund is such, in the judgment of the commissioners, as to make
such dividend declaration warranted and advisable.
83.
In the administration of the State Accident Fund, the commis-
sioners of the State Accident Fund, subject to approval by the Secre-
tary of Personnel, shall have full power and authority to make any
and all rules and regulations not inconsistent with law, for the
conduct of the business of the State Accident Fund; including the
issuance of policies of insurance under this article protecting Mary-
land employees of Maryland employers who are injured in the line
of duty regardless of where the injury may occur.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Sections 34MM, 34NN, and 34-00 to the Code
of Public Local Laws of Carroll County (1965 Edition, being
Article 7 of the Code of Public Local Laws of Maryland), title
"Carroll County," subtitle "County Commissioners," to follow im-
mediately after Section 34LL thereof, AS ADDED BY CHAPTER
171 OF THE ACTS OF 1966, to require the County Commissioners
of Carroll County to establish procedures for budgeting and finance
that must include certain enumerated provisions.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 34MM, 34NN, and 34-00 be and they are hereby
added to the Code of Public Local Laws and OF Carroll County (1965
Edition, being Article 7 of the Code of Public Local Laws of Mary-
land), title "Carroll County," subtitle "County Commissioners," to
follow immediately after Section 34LL thereof, AS ADDED BY
CHAPTER 171 OF THE ACTS OF 1966, and to read as follows:
34MM.
The County Commissioners of Carroll County shall establish or-
derly procedures for budgeting and finance which shall:
(1) Designate a County employee or officer as County Budget
Officer responsible for assisting the County Commissioners in the
preparation and administration of County budgets.
