TION SOLELY AS A RESULT OF SUCH TRANSFER AND
APPOINTMENT.

15.

LOCAL HEALTH OFFICERS OF THE SEVERAL COUNTIES
SHALL BE EX OFFICIO COUNTY REGISTRARS OF VITAL
RECORDS. THE COMMISSIONER OF HEALTH OF BALTI-
MORE CITY SHALL BE EX OFFICIO REGISTRAR OF VITAL
RECORDS OF BALTIMORE CITY. THE SECRETARY OF
HEALTH AND MENTAL HYGIENE SHALL APPOINT A STATE
REGISTRAR OF VITAL RECORDS. THE STATE REGISTRAR
WILL BE IN THE CLASSIFIED SERVICE AND SHALL BE AP-
POINTED IN ACCORDANCE WITH THE PROVISIONS OF
ARTICLE 64A, TITLED MERIT SYSTEM.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971 1972.

CHAPTER 737
(House Bill 1115)

AN ACT to repeal and re-enact, with amendments, Section 136 of
the Code of Public Local Laws of Cecil County (1961 Edition,
being Article 8 of the Code of Public Local Laws of Maryland),
title "Cecil County," subtitle "County Treasurer," as last amended
by Chapter 825 of the Acts of 1963; to permit the County Treasurer
of Cecil County to deposit county monies in insured savings and
loan associations.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 136 of the Code of Public Local Laws of Cecil County
(1961 Edition, being Article 8 of the Code of Public Local Laws of
Maryland), title "Cecil County," subtitle "County Treasurer," as
last amended by Chapter 825 of the Acts of 1963, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

136.

It shall be the duty of the treasurer of Cecil County in each and
every year, as soon as the annual levy is made, to give public notice
thereof by advertisement in not less than two newspapers published
in said county, and said levy shall be due and payable on the first day
of July of the year in which it is made, and he shall report to the
County Commissioners at their regular meeting on the second Tues-
day in each month, the amount of taxes of all kinds, received by him
up to that date, the amount of disbursements made and the balance
remaining in his hands; and he shall deposit at the close of each
week, in banks or insured savings and loan associations designated
by the County Commissioners, all monies that may have come into
