CHAPTER 734
(House Bill 1065)

AN ACT relating to the Water Quality Loan Act of 1968, to repeal
and re-enact, with amendments, Section 5(g) of Chapter 445 of
the Acts of 1968, as amended by Chapter 653 of the Acts of 1969
and by Chapter 246 of the Acts of 1970, to amend the provisions
of such Act allocating the sum of Four Million Dollars ($4,000,000.)
for the development of comprehensive river basin plans to permit
the use of proceeds from the sale of certificates of indebtedness
thereunder for the development of solid waste disposal plans pur-
suant to the provisions of Article 33B of the Annotated Code.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5(g) of Chapter 445 of the Acts of 1968, as amended by
Chapter 653 of the Acts of 1969 and by Chapter 246 of the Acts of
1970, be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

(g) Of the actual cash proceeds from the sale of Certificates of
Indebtedness to be issued under this Act, the sum of four million
dollars ($4,000,000) less a proportionate share of the costs specified
in Section 4 of this Act, shall be used [exclusively] to develop
effective, regional solid waste disposal plans pursuant to the provi-
sions of Article 33B of the Annotated Code of Maryland (1970
Cumulative Supplement) and
to develop effective, comprehensive
water quality control and abatement plans for river basins. For this
purpose a river basin may be the drainage area of an intrastate
river, the drainage area of an interstate river, or a metropolitan or
multi-community area in a basin for which a water pollution control
program can be most effectively planned and implemented. The pur-
pose of each basin program will be to provide a water quality
management plan developed by joint efforts of State, local, and
metropolitan bodies, after such consultation with private interests
as the public bodies deem advisable for meeting and further improv-
ing the water quality of the State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 1070)

AN ACT to repeal Section 345B of Article 66C of the Annotated
Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Forests and Parks," subheading "In Gen-
eral," and to enact new Section 345B in lieu thereof, to stand in
the place of the section repealed, to provide for a State Wildlands
Preservation System, to provide for the designation of STATE
