body, through its appropriate agency, has approved the installation of
individual sewage disposal facilities, unless the county governing body
has first approved such extension. Any extension requiring county
governing body approval under this subsection shall be submitted
to the county governing body in the usual form of communication
between the county governing body and the Commission, and unless
within thirty days after receipt of the Commission's material the
county governing body advises the Commission that the extension
should not be made, the Commission may proceed with such con-
struction. In addition, IN PRINCE GEORGE'S COUNTY ONLY
the Commission is authorized .to provide sanitary sewer service in
those drainage areas IN THAT COUNTY tributary to county ap-
proved trunk sewers and county approved pumping stations outside
of the county approved service areas conditioned upon the property
being developed in accordance with a master plan adopted by the
Maryland-National Capital Park and Planning Commission and
approved by the county governing body. [and notwithstanding the
foregoing, the Commission is authorized to provide sewer service to
existing structures located in such areas without condition.]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 919)
AN ACT to repeal and re-enact, with amendments, Section 73 of
Article 77 of the Annotated Code of Maryland (1970 Supplement),
title "Public Education," subtitle "The Public Schools," to provide
that full kindergarten programs shall be implemented in the coun-
ties by September of 1973.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 73 of Article 77 of the Annotated Code of Maryland
(1970 Supplement), title "Public Education," subtitle "The Public
Schools," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
73.
All persons between the ages of five and twenty years shall be
admitted free of charge to the public schools of the State pro-
vided, however, that in those counties that do not on July 1, 1971
provide kindergartens or which on this date provide less than full
kindergarten programs, [commencing in September of 1970,] im-
plementation of full kindergarten programs shall be phased in by
September of 1973, but in no event shall full programs be mandatory
before September of 1973 provided, however, that full kindergarten
programs shall be implemented by September of 1970 in Allegany
and Carroll counties. All such public schools under the jurisdiction
of boards of education shall be kept open for not less than one hun-
