6-208.

(a)    The Department shall not suspend a driver's license or
privilege to drive a motor vehicle on the public highways for a
period of more than [1 year] six (6) months, but the Department
after notice and hearing, may suspend for an indefinite period the
license of a person whose physical or mental condition is such that
he cannot drive safely. The provisions of this subsection shall not
apply to or affect the suspension of licenses for failure to comply
with the financial responsibility provisions of this article.

(b)    Any person whose license or privilege to drive a motor
vehicle on the public highways has been revoked is not entitled to
have the license or privilege renewed or restored unless the revoca-
tion was for a cause which has been removed, after the expiration
of [1 year] six (6) months in cases of second or subsequent revoca-
tions, and in all other revocation cases after the expiration of 3
months 60 DAYS from the date on which the revoked license was sur-
rendered to and received by the Department, the person may apply for
a new license [as provided by law] after the expiration of thirty (30)
days
,
and the Department may then issue a new license if it is
satisfied after investigation of the character, habits, and driving
ability of the person that it will be safe to grant him the privilege
of driving a motor vehicle on the public highways. In determining
whether to issue a new license the Department shall require the
applicant to submit to examinations the Department deems appro-
priate.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 713
(House Bill 748)

AN ACT relating to the Maryland National Park and Planning Com-
mission to repeal and re-enact, with amendments, Section 59-83
(a) of the Code of Public Local Laws of Prince George's County
(1963 Edition) as amended, being Article 17 of the Code of Public
Local Laws of Maryland, title "Prince George's County," subtitle
"Park and Planning Commission," subheading "Regional District,"
and Section 70-89 (a) of the Montgomery County Code (1965 Edi-
tion as amended by Chapter 711 of the Acts of 1969), being Article
16 of the Code of Public Local Laws of Maryland, title "Mont-
gomery County," subtitle "Bi-county District Laws," subheading
"Maryland-National Park and Planning Commission," providing
that in Prince George's County the district council shall not grant
special exceptions to its regulations or maps after October 31 in a
year in which a new council is elected and that no special exception
shall be made until a new council has taken office.

Section 1. Be it enacted by the General Assembly of Maryland,
