Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 161(b), 164(b), and 165(c) of Article 2B of the
Annotated Code of Maryland (1968 Replacement Volume and 1970
Supplement), title "Alcoholic Beverages," subtitle "County Liquor
Control Boards and Dispensaries," be and they are hereby repealed
and re-enacted with amendments and to read as follows:

161.

(b) In Harford County the county liquor dispensaries [may be
established and maintained only in the first election district, Aber-
deen, Bel Air, and Havre de Grace,] shall be established and main-
tained in those locations other than the Fourth and Fifth Election
Districts as may be selected by the Liquor Control Board, subject
to the prior approval of the Board of County Commissioners for
Harford County and in compliance with applicable zoning regulations.
However, at least one such dispensary shall be maintained within
the corporate limits of Aberdeen, Bel Air, and Havre de Grace,
and within the First Election District.
The building in which any
dispensary in Harford County is located must have a glass front
opening on a public street and must be so arranged that the interior
thereof is at all times subject to the view of persons passing along
the street in front thereof. No chairs or tables shall be permitted in
front of the counter of any dispensary and no loitering or loafing
shall be permitted in or near any [such] dispensary. No dispensary
shall be operated nearer than five hundred (500) feet to any church
or one thousand (1000) feet to any public or private school. [Said]
The dispensaries shall not be open on Sundays and on weekdays
shall be open from 9:00 a.m. to 9:00 p.m., or for [such] a shorter
period as the board may determine. [The county liquor dispensary
in the first election district shall be established by the liquor control
board only with the approval of the Board of County Commissioners
of Harford County.]

164.

(b)    Provided further, that in Harford County the liquor control
board shall keep accurate records of the purchase of alcoholic
beverages, which records shall be open to inspection by the repre-
sentatives of the county [, town and city] or municipal corporation
interested therein, and shall make semiannual reports to the [said]
county [, town and city,] or municipal corporation which reports
or so much thereof as may be deemed by [said] the board to be
necessary, shall be published in one or more newspapers printed and
published in Harford County.

165.

(c)    The liquor control board shall keep separate accounts of the
operations conducted at each dispensary which shall show the gross
revenue of each dispensary and also the net revenue derived there-
from. After setting aside at each dispensary the necessary reserve
for the proper conduct thereof, the [said] board shall, as often as
it may deem to the best interests of the county [, town and city] or
municipal corporation interested,
and at least semiannually, make a
distribution of the net proceeds as follows: [To the County Com-
missioners of Harford County, fifty percent (50%) of the net
proceeds derived from each of said liquor dispensaries;] [to] To
