(2)    The Commissioner may suspend the license of any rating
organization or insurer which fails to comply with an order of the
Commissioner within the time limited by the order, or any extension
thereof which the Commissioner may grant. The Commissioner shall
not suspend the license of any rating organization or insurer for
failure to comply with an order until the time prescribed for an
appeal therefrom has expired or if an appeal has been taken, until
the order has been affirmed. The Commissioner may determine when
a suspension of license shall become effective and it shall remain in
effect for the period fixed by him, unless he modifies or rescinds the
suspension, or until the order upon which the suspension is based is
modified, rescinded or reversed.

(3)    No penalty shall be imposed and no license shall be suspended
or revoked except upon written order of the Commissioner, stating
his findings, made after a hearing held upon not less than ten days'
written notice specifying the alleged violation.

Sec. 2. And be it further enacted, That Section 243(n) of Article
48A of the Annotated Code of Maryland (1968 Replacement Volume
and 1970 Supplement), title "Insurance Code," subtitle "Rates and
Rating Organizations," be and is hereby redesignated as Section 243.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 57)

AN ACT to repeal and re-enact, with amendments, Sections 9, 11
and 12 of Article 13 of the Annotated Code of Maryland (1968
Replacement Volume and 1970 Supplement) title "Bills of Exchange
and Promissory Notes," subtitle "Legal Holidays," to establish

January 15 as Martin Luther King Day and to make general pro-

vision for its observance as a legal holiday THE THIRD SUNDAY
IN JANUARY AS MARTIN LUTHER KING DAY AND TO
PROVIDE THAT THIS DAY SHALL BE A DAY OF PRAYER
IN HONOR OF MARTIN LUTHER KING, and correcting an
error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 9, 11 and 12 of Article 13 of the Annotated Code of
Maryland (1968 Replacement Volume and 1970 Supplement), title
"Bills of Exchange and Promissory Notes," subtitle "Legal Holidays,"
be and the same are repealed and re-enacted, with amendments, to
read as follows:

9.

The following days in each and every year, namely the first day of
January, commonly called "New Year's Day"; the 15th day of Janu-
ary, known as "Martin Luther King Day";
