AN ACT to add new subsection (b-1) to Section 71 of Article 41 of
the Annotated Code of Maryland (1970 Cumulative Supplement),
title "Governor—Executive and Administrative Departments,"
subtitle "1. The Executive Department," subheading "The Depart-
ment of Budget and Fiscal Planning," to follow immediately after
subsection (b) thereof, requiring the Secretary of Budget and
Fiscal Planning to report to the General Assembly, through com-
mittee, as to the number, type, salaries, wages and other operating
costs of additional personnel positions authorized by the Board
of Public Works between regular legislative sessions and requiring
further that this report include justification for such authoriza-
tions and specifying a time for such a report to be given.

Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (b-1) be and it is hereby added to Section 71
of Article 41 of the Annotated Code of Maryland (1970 Cumulative
Supplement), title "Governor—Executive and Administrative De-
partments," subtitle "1. The Executive Department," subheading
"The Department of Budget and Fiscal Planning," to follow immedi-
ately after subsection (b) thereof and to read as follows:

71. (b-1).

The Secretary of Budget and Fiscal Planning shall report to the
General Assembly, through the appropriate committees, the total
number, type, salaries, wages and other operating costs of additional
personnel positions authorized between regular sessions of the Gen-
eral Assembly by the Board of Public Works. This report shall include
justification for such authorizations and shall be made not later than
ten (10) days after the opening day of each legislative session of the
General Assembly.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal Section 242, Sections 243(a) through 243(m),
inclusive, and Section 243(o) of Article 48A of the Annotated Code
