(d) (E) The Department of Economic and Community Develop-
ment shall assume the responsibility to train and certify building
code enforcement officials in any jurisdiction where said Model Per-
formance Code is in effect. Moreover, in jurisdictions which have no
building code enforcement officials, the Department of Economic
and Community Development, through persons it shall find to be quali-
fied, shall provide personnel to effectuate and enforce said Code, and
shall establish a schedule of fees and collect the same from appli-
cants for building permits. Said fees shall be set at a level to finance
the administration of the program of building code enforcement.
