The term "oil" shall mean any of a large class of unctuous sub-
stances of vegetable, animal or mineral origin, which are liquid or
at least easily liquefiable on warming and soluble in ether but not
in water.
NOTWITHSTANDING ANY OF THE PROVISIONS OF THIS
SUBTITLE, ANY PERSON DISCHARGING OR PERMITTING
THE DISCHARGE OF OIL, OR ANY PERSON EITHER AC-
TIVELY OR PASSIVELY PARTICIPATING IN THE DIS-
CHARGE OR SPILLING OF OIL, INTO THE WATERS OF THE
STATE EITHER FROM A LAND-BASED INSTALLATION, IN-
CLUDING VEHICLES IN TRANSIT, OR FROM ANY VESSEL,
SHIP OR BOAT OF ANY KIND, SHALL NOT KNOWINGLY
FAIL TO REPORT THE INCIDENT IMMEDIATELY TO THE
APPROPRIATE FEDERAL AUTHORITY AND/OR THE STATE
DEPARTMENT OF WATER RESOURCES AND SHALL NOT
KNOWINGLY FAIL TO REMAIN AVAILABLE UNTIL CLEAR-
ANCE TO LEAVE IS GIVEN BY THE APPROPRIATE OFFI-
CIALS.
(B) ANY PERSON WHO VIOLATES [SUBSECTION] SUB-
SECTIONS (A) OR (A-1) OF THIS SECTION IS GUILTY OF A
MISDEMEANOR, AND UPON CONVICTION SHALL BE PUN-
ISHED BY A FINE OR BY IMPRISONMENT OR BY BOTH
FINE AND IMPRISONMENT, FOR EACH OFFENSE AS PRO-
VIDED IN SECTION 28A OF THIS ARTICLE. AND ANY VES-
SEL FROM WHICH OIL IS DISCHARGED IN VIOLATION OF
SUBSECTION (A), SHALL BE LIABLE FOR THE PECUNIARY
PENALTY AS SPECIFIED IN THIS SECTION, AND CLEAR-
ANCE OF SUCH VESSEL FROM A PORT OF THE STATE
MAY BE WITHHELD UNTIL THE PENALTY IS PAID, AND
SAID PENALTY SHALL CONSTITUTE A LIEN ON SUCH
VESSEL.
Sec. 2. And be it further enacted. That this Act shall take effect
July 1, 1971.

the Annotated Code of Maryland (1968 Replacement Volume and
1970 Supplement), title "Alcoholic Beverages," subtitle "Beer
Licenses," to follow immediately after subsection (g-1) thereof;
to repeal and re-enact, with amendments, Section 8 (k) of the
same Article, title and subtitle of the Code; to repeal and re-enact,
with amendments, Section 19 (f-1) of the same Article and title,
subtitle "Beer, Wine and Liquor Licenses"; to repeal and re-enact,
with amendments, Section 52 of the same Article and title, subtitle
"General Provisions on Issue of Licenses"; providing for the
issuance of a Class A beer license in Garrett County and providing a
fee therefor; eliminating restrictions on the sale in Garrett County,
