No such allowed claim for refund shall be paid until all other
State, county or municipal taxes, fees, or charges, as the case may
be, due by the person entitled to such refund have been paid in full.
The Comptroller shall make a report to the General Assembly at
the beginning of each regular session thereof, of all claims for refund
allowed in excess of $1,000.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970 1971 with respect to taxes or other fees or charges paid
on or after the date of introduction of this Act.

AN ACT to add new Sections 271 through 281, inclusive, to Article
56 of the Annotated Code of Maryland (1970 Supplement), title
"Licenses," to follow immediately after Section 270 thereof, and
to be under the new subtitle "Landscape Architects," to require
the licensing and registration of Landscape Architects and for
related purposes.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 271 through 281, inclusive, be and they are hereby
added to Article 56 of the Annotated Code of Maryland (1970
Supplement), title "Licenses," to follow immediately after Section
270 thereof and to be under the new subtitle "Landscape Architects,"
and all to read as follows:
LANDSCAPE ARCHITECTS
271. Definitions.
(a) As used in this subtitle, unless a contrary meaning is clearly
intended from the context in which the term appears, the following
terms have the respective meanings hereinafter set forth or
indicated:
(b) "Board" means the Maryland State Board of Examiners of
Landscape Architects.
(c) "Landscape architect" means a person who engages or offers
to engage in the practice of landscape architecture, as hereinafter
defined, in this State.
(d) "Landscape architecture" means the performance of profes-
sional services such as consultation, investigation, research, planning,
design, preparation of drawings and specifications and responsible
supervision in connection with the development of land areas where,
and to the extent that the dominant purpose of such services is the
preservation, enhancement or determination of proper land uses,
natural land features, planting, naturalistic and aesthetic values,
the settings and approaches to structures or other improvements,
