a. The Commission shall appoint, with the approval of the Gover-
nor, cm executive director, who shall perform any and all duties,
functions as prescribed by the Commission. The Commission shall
employ such other staff as provided in the budget. In addition, the
Commission may contract with third parties for any services that
may be necessary to carry out its activities. provided such services
are determined to be unavailable from the State or local comprehen-
sive health planning agencies.
b. The executive director shall be the chief administrative officer
of the Commission and shall be subject to the direction of the Com-
mission. The executive director and his chief assistants , DEPUTY
DIRECTOR AND THE PRINCIPAL SECTION CHIEFS shall
serve at the pleasure of the Commission.
c. To carry out the purposes of this subtitle, the Commission may
also create committees from its membership and appoint advisory
committees which may include as members individuals and repre-
sentatives of interested public and private groups and organizations.
d. The Commission shall not duplicate the services and capabilities
of areawide and State comprehensive health planning agencies, but
shall rely upon such agencies for appropriate assistance and advice.
e. D. The Commission may apply for, receive and accept grants,
gifts, payments and other funds and advances, appropriations, prop-
erties and services from the United States, the State of Maryland or
any governmental body, agency or agencies or from any other public
or private corporation or person, and enter into agreements with re-
spect thereto, including the undertaking of studies, plans, demon-
strations or projects.

In addition, to the powers granted to the Commission elsewhere in
this subtitle, the Commission may:
(1) Adopt, amend and repeal rules and regulations respecting the
exercise of the powers conferred by this subtitle, subject to the pro-
visions of Article 41 of this Code applicable to the promulgation of
rules and regulations.
(2) Hold public hearings, conduct investigations and require the
filing of information relating to any matter affecting the cost of
services in all institutions subject to the provisions of this subtitle
and to subpoena witnesses, papers, records and documents in con-
nection therewith. The executive director may administer oaths or
affirmations in any hearing or investigation.
(3) Exercise, subject to the limitations and restrictions herein im-
posed, all other powers which are reasonably necessary or essential
to carry out the expressed objects and purposes of this subtitle.

Any persons aggrieved by a final determination of the Commission
under the provisions of this subtitle may appeal therefrom as pro-
vided by Sections 206A, 206B, 255 and 256 of Article 41
