parts of this subtitle, and shall not affect any other payments or
payments to any other types of institutions pursuant to this subtitle,
the General Assembly hereby declaring that it would have enacted
the remaining parts of this subtitle or would have authorized the
remaining payments or payments to the remaining types of insti-
tutions, if such unconstitutionally or invalidity had been known;
and to this end, all parts, sections, and parts of sections of this sub-
title, and all administrative actions pursuant to this subtitle, are
declared to be severable.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Sections 568H through 568X to Article 43 of the
Annotated Code of Maryland (1965 Replacement Volume), to
follow immediately after Section 568G thereof, title "Health," to
be under the new subtitle "Health Services Cost Review Commis-
sion," providing for the establishment within the Health Depart-
ment of a Commission to be known as the Health Services Cost
Review Commission, to be appointed by the Governor, which Com-
mission shall be charged with the duty to assure to all purchasers
of health care institutional services that the cost of said institu-
tions are reasonably related to the total services offered by the
institutions, and to provide that the rates set by the institutions
are in reasonable relationship to their aggregate cost, said rates
being set without discrimination; providing for the powers, duties
and functions of said Commission, and providing for appointments
of staff and executive director, and relating generally to establish-
ment of the Health Services Cost Review Commission in the State
of Maryland.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 568H through 568X be and they are hereby added
to Article 43 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Health," to be under the new subtitle "Health Serv-
ices Cost Review Commission," and all to read as follows:
Health Services Cost Review Commission
568H.
In creating the Health Services Cost Review Commission, the
intent of the Maryland General Assembly shall be as follows:
a. The purpose of this act is to create a commission which will
beginning July 1,1971, cause the public disclosure of (1) the financial
position of all hospitals and related institutions and (2) the verified
total costs actually incurred by each such institution in rendering
health services, computed by methods the Commission prescribes;
and which after the expiration of three additional years will also
