in full, there is hereby levied and imposed an annual State tax on
each $100 of assessable property at the rate to be determined in the
following manner: on or before May 1, 1972, and on or before May
1 in each taxable year thereafter, the Board of Public Works shall
certify to the governing bodies of each of the counties and Baltimore
City the rate of State tax on each $100 of assessable property neces-
sary to produce revenue to meet interest and principal which will
be payable to the close of the next ensuing taxable year on all bonds
theretofore issued, or theretofore authorized by resolution of the
Board of Public Works to be issued, and the governing bodies of
each of the counties and of Baltimore City shall forthwith levy and
collect such tax at such rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 7. And be it further enacted, That this Act shall take effect
June 1, 1971.

(House Bill 971)

AN ACT to add new Sections 64, 65, 66, 67 and 68 to Article 77A of
the Annotated Code of Maryland (1969 Replacement Volume and
1970 Supplement), title "Higher Education," to follow im-
mediately after Section 63 thereof, and to be under the new subtitle
"Aid to Non-Public Institutions of Higher Education"; to establish
a program of State monetary aid to private colleges and universi-
ties within the State; to authorize the Board of Public Works to
apportion for each fiscal year and to pay to eligible private in-
stitutions of higher education within the State certain amounts
of aid; to set forth the requirements of eligibility for such aid;
to set forth the method of computing the amount of aid an eligible
institution may receive each fiscal year; to authorize the Board of
Public Works to adopt criteria and procedures for the implemen-
tation and administration of the aid program; to set forth a
severability clause; and relating generally to a program of aid to
non-public institutions of higher education.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 64, 65, 66, 67 and 68 be and they are hereby
added to Article 77A of the Annotated Code of Maryland (1969
Replacement Volume and 1970 Supplement), title "Higher Educa-
tion," to follow immediately after Section 63 thereof, and to be under
