[(e)] (j) Any person, firm corporation or association violating
any of the provisions of this section, or violating the rules and regu-
lations promulgated under the provisions hereof, shall be deemed
guilty of a misdemeanor and fined not less than fifty dollars ($50)
nor more than one hundred dollars ($100) for each offense.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 861)
AN ACT to add new Section 130A to Article 77 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Public Edu-
cation," subtitle "Finance and Reports," to follow immediately
after Section 130 of said Article; to repeal and re-enact, with
amendments, Sections 124(a), 124(b) and 130(b) of said Article,
title and subtitle; to provide for a program of State assumption,
under certain conditions, of the costs of public school construction
and public school capital improvements; to provide that from and
after July 1,1971, the State shall pay the costs in excess of Federal
Funds of all public school construction projects and public school
capital improvements in the counties and Baltimore City which
have been approved by the Board of Public Works and for which
contracts have been executed on or after July 1, 1971; to provide
that the State shall reimburse the counties and Baltimore City
for the costs of certain public school construction projects and
public school capital improvements undertaken prior to July 1,
1971; to delineate what shall constitute an approved construction
or capital improvement cost; to authorize the Board of Public
Works to adopt rules, regulations and procedures for the adminis-
tration of the public school construction and capital improvement
program provided for herein; to provide that moneys appropriated
for the program shall constitute a separate fund to be adminis-
tered in accordance with the rules and regulations of the Board of
Public Works; to exempt the rules, regulations and procedures
adopted by the Board of Public Works to administer the program
from certain statutory requirements; to provide that certain
authority, responsibilities, powers and duties of other agencies
and officials with respect to public school construction and public
school capital improvements shall be subject to the rules, regula-
tions and procedures adopted by the Board of Public Works; TO
PROVIDE THAT THE BOARD OF PUBLIC WORKS SHALL
DEVELOP RULES, REGULATIONS AND PROCEDURES IN
CONSULTATION WITH REPRESENTATIVES OF LOCAL
BOARDS OF EDUCATION AND GOVERNMENTAL BODIES
AND, PRIOR TO ADOPTING RULES, REGULATIONS AND
PROCEDURES FOR THE ADMINISTRATION OF THE PRO-
GRAM, SHALL GIVE NOTICE OF ITS INTENDED ACTION TO
LOCAL BOARDS OF EDUCATION AND GOVERNMENTAL
BODIES AND AN OPPORTUNITY FOR SUCH AGENCIES TO
