erect any structural steel or iron beams or girders with Nelson Studs
SHEAR COMPOSITE STUDS, other studs or reinforcing shear
connectors, provided, however, that nothing herein shall prevent the
attachment of Nelson Studs, other studs or reinforcing shear connec-
tors THESE DEVICES after the erection of all structural members
or forming or decking of a particular floor or deck level or span of
a bridge or area between transverse floor beams is completed.
(b) Anyone who violates the provisions of this section shall be
guilty of a misdemeanor, and upon conviction shall be subject to a
fine not to exceed one hundred dollars ($100.00) for each offense.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THE PRO-
VISIONS OF THIS ACT SHALL NOT BE CONSTRUED TO
APPLY TO ANY ACTIVITIES IN CONNECTION WITH ANY
CONTRACTS MADE PRIOR TO SEPTEMBER 1, 1971.
Sec. 2. 3. And be it further enacted, That this Act shall take
effect July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 12 (A) of
Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume and 1970 Supplement), title "Public Education," subtitle
"State Board of Education," to integrate legislation enacted subse-
quent to Chapter 405, Acts of 1969, pertaining to Section 12 of
Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume) relating generally to matters of public education, and
relating to certain apprenticeship or training programs. TO PRO-
VIDE THAT APPRENTICESHIP AND TRAINING PROGRAMS
FOR WORKERS WHICH ARE FUNDED UNDER A LABOR-
MANAGEMENT BARGAINING AGREEMENT ARE NOT
SUBJECT TO APPROVAL BY THE STATE SUPERINTEN-
DENT OF SCHOOLS UNDER THE EDUCATION LAWS,
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12 (A) of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume and 1970 Supplement), title "Public
Education," subtitle "State Board of Education," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

(a) Every private school or educational institution, however desig-
nated, which offers a program of college, professional, preparatory,
high school, junior high school, elementary, kindergarten, or nursery
school work, or any combination thereof, or which offers a program
of trade or technical education, or both, or which gives pre-employ-
ment or supplementary training, or both, in the fields of trade or
