retary of Health and Mental Hygiene to be adequately and lawfully
operated by municipalities having jurisdiction or responsibility for
them, except by their express consent and agreement.
Sec. 2. The provisions of this article are severable, and if any of
its provisions are held unconstitutional by any court of competent
jurisdiction, the decision of the court shall not affect or impair any
of the remaining provisions.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 32(3) of
Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Public Education," subtitle "Chapter 3. State
Superintendent of Schools," to provide that the State Superinten-
dent of Schools may authorize the employment of clerical and
professional assistants and agents for the State Department of
Education.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 32(3) of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume), title "Public Education," subtitle
"Chapter 3. State Superintendent of Schools," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
32.
(3) Such other clerical and professional assistants and agents
as may be authorized by the State Board of Education or the State
Superintendent of Schools within the limits of the appropriation for
the State Department of Education.
Sec. 2. And be it further enacted, That this Act shall take effect
May JUNE 1, 1971.
