Secs. 6, 8 or 9 for registration; or revocation, suspension or refusal
to grant or renew the certificate, registration or enrollment to
practice of any partner or corporate officer.
(b) Upon application in writing and after a hearing, the Board
may reinstate, reissue, or modify the suspension of any certificate,
registration or enrollment certificate which has been revoked or
suspended.

The Board may initiate proceedings under this article either on
its own motion or on the complaint of any person. Such proceedings
shall be conducted according to regulations established by the Board
as to notice, hearing, representation by counsel, and procedure. The
Board or any member thereof may issue subpoenas to compel the
attendance of witnesses and the production of documents, and may
administer oaths, take testimony, and receive exhibits in evidence.
In case of disobedience to a subpoena the Board may invoke the aid of
any court of this State in requiring the attendance and testimony of
[witness] witnesses and the production of documentary evidence.
The Board shall not be bound by technical rules of evidence. The
decision of the Board shall be by majority vote. Anyone adversely
affected by such decision shall be entitled to review thereof as pro-
vided by the [Administration] Administrative Procedure Act, Sec-
tions 255 and 256 of Article 41 of this Code as amended from time to
time.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 40 of
Article 77A of the Annotated Code of Maryland (1969 Replacement
Volume and 1970 Supplement), title "Higher Education," subtitle
"Scholarships," providing alternative discretionary methods of ap-
pointing the House of Delegates scholarships.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40 of Article 77A of the Annotated Code of Maryland
(1969 Replacement Volume and 1970 Supplement), title "Higher
Education," subtitle "Scholarships," be and the same is hereby re-
pealed and re-enacted, with amendments, to read as follows:
40.
Each member of the House of Delegates may appoint, during his
term of office, two students from his district, selected on any basis,
who shall be educated free of charge for tuition at the University of
Maryland, any State College, St. Mary's College, or any community
