shall not be necessary for any contract the consideration for which
is less than [$1,000.00] $5,000.00 in value, not shall such consent be
necessary for contracts for the performance of labor in the ordinary
course of the Commission's business.

439B.

(a)    The Sanitary Commission hereby created shall be under the
jurisdiction of five persons, all of whom shall be appointed by the
Board, and all of whom shall reside in Carroll County and shall be
resident taxpayers of said County and qualified voters thereof. The
members of the Commission shall receive such [compensation] ex-
penses
as may be determined by the Board from time to time. The
term of the five members shall be five years, or until their successors
are appointed and have qualified, except that the first Commissioner
named by the Board shall serve for one year, the second shall
serve for two years and the third shall serve for three years, the
fourth shall serve four years and the fifth shall serve five years
from the date of their respective appointments; and as the term
of each Commissioner expires, his successor shall be appointed by
the Board. Any vacancy in the membership of the Commission
shall be filled by appointment by the Board for the unexpired term.

(b)    The Commission shall elect one of its members as Chairman.
Subject to the approval of the Board, the Commission shall appoint,
discharge and fix the compensation of a Secretary-Treasurer, a Chief
Engineer and such engineering, legal, clerical and other personnel
and help as from time to time the Commission may deem necessary
to carry out the provisions of this subtitle. The Secretary-Treasurer,
if any, appointed by the Commission shall be the collector of all
charges and assessments made by the Commission, and shall receive
and account for all monies which shall be due and payable to the
Commission from any source whatsoever. All monies deposited shall
be protected by a depository bond, or by such other securities as may
be approved by the Commission. The Secretary-Treasurer shall give
bond to the State of Maryland to the amount of $20,000.00, with a
good and sufficient surety to be approved by the Commission, with
the condition "that if the above bounden shall well and faithfully
execute his office and shall account to the Commission for all monies
which he shall receive for account of the Commission, or be answer-
able for by law, then the said obligation to be void, otherwise to be
and remain in full force and effect." The bond, when approved, shall
be recorded in the office of the Clerk of the Circuit Court for Carroll
County; and the person so appointed, before entering upon the duties
of his office shall take an oath before the Clerk of the Circuit Court
for the County, in form similar to that taken by collectors of taxes,
except as to the title of the office. The Commission may pay the
premiums on all bonds. All checks issued by the Commission shall
be signed by the Secretary-Treasurer and countersigned by one mem-
ber of the Commission.

(c)    The Commission shall annually have its accounts audited by
a certified public accountant to be selected by the Commission and
approved by the Board; all fees incurred by such accountant in
connection with the audit shall be paid by the Commission; and the
Commission shall publish a full, true and itemized account of its
receipts and disbursements in a newspaper published in Carroll
County.
