(2) The owner of any wharf or other structure constructed on
or about the water and approved by the Corps of Engineers, shall
have exclusive use, for the purpose of growing and harvesting shell-
fish, in the area below his wharf or structure.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 194(7)
of Article 77 of the Annotated Code of Maryland (1970 Supple-
ment), title "Public Education," subtitle "Chapter 17. Teachers'
Retirement System," amending the provisions regarding the pur-
chase of out-of-state teaching service credit to permit the purchase
of ten years' service.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 194(7) of Article 77 of the Annotated Code of Mary-
land (1970 Supplement), title "Public Education," subtitle "Chapter
17. Teachers' Retirement System," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
194.
(7) A member may receive in the year in which he retires credit
towards eligibility for benefits provided under Section 195 of this
article for out-of-state public school teaching service and/or non-
public school teaching service up to a maximum of [five] ten years,
provided he shall file claim therefor with the board of trustees and
shall pay into the retirement system, an amount equal to the reserves
required to fund the additional allowance for such years of out-of-
state and/or nonpublic school teaching service as he may claim.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
