(House Bill 190)
AN ACT to repeal and re-enact, with amendments, Section 70-2 (d-2)
of Article 26 of the Annotated Code of Maryland (1970 Supple-
ment), title "Courts," subtitle "Juvenile Causes," to grant the
juvenile courts jurisdiction over offenses involving a minor and
the possession of a stolen motor vehicle.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 70-2(d-2) of Article 26 of the Annotated Code of Mary-
land (1970 Supplement), title "Courts," subtitle "Juvenile Causes,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
70-2.
(d) (2) A proceeding involving a child who has reached his
16th birthday, alleged to have done an act in violation of any pro-
vision of Article 66½ or any other traffic law or ordinance (other
than manslaughter by automobile, possession of a stolen motor vehi-
cle, unauthorized use or occupancy of a motor vehicle, tampering
with a motor vehicle, or operating a vehicle under the influence of
intoxicating liquor or drugs).
Sec. 2. And be it further enacted, That this Act shall take effect
AND SHALL APPLY ONLY TO THOSE VIOLATIONS OC-
CURRING AFTER July 1, 1971.

(House Bill 206)
AN ACT to repeal Section 458 of Article 81 of the Annotated Code of
Maryland (1969 Replacement Volume), title "Revenue and Taxes,"
subtitle "State Tobacco Tax Act," subheading "Administration and
Distribution," eliminating the requirement that the State Tobacco
Tax Act be administered and enforced by the Retail Sales Tax
Division.
Whereas, In accordance with good administrative practice, the
Comptroller of the Treasury should have total flexibility to consoli-
date similar functions and transfer overlapping duties within his
Office; and
