may see fit the proposed plan or annual revision thereto and there-
after shall approve the plan or annual revision and submit it to the
State Department of Health, all within the time requirements as
elsewhere set forth in this section. This subsection shall not apply
to the solid wastes management [portion] and litter collection and
disposal portions
of the county plan.

2    County plans shall incorporate all or part of subsidiary plans
of the towns, municipal corporations and sanitary districts within
the county to the extent that such inclusion shall promote the public
health, safety and welfare, and county plans may incorporate all or
part of subsidiary plans covering multi-county areas; provided that
such subsidiary plans are approved by the governing body by each
county concerned.

3    In accordance with applicable regulations adopted by the State
Board of Health and Mental Hygiene pursuant to subsection (c) of
this section, each county plan shall delineate those areas where—

(I)    Community water supply systems must be provided;

(II)    Individual water supply systems may be installed and used
during an interim period, pending the availability of a programmed
community water supply system;

(III)    Individual water supply systems may be installed and used
for an indefinite period.

(IV)    Community sewerage systems must be provided;

(V)    Individual sewerage systems may be installed and used dur-
ing an interim period, pending availability of a programmed com-
munity sewerage system;

(VI)    Individual sewerage systems may be installed and used for
an indefinite period.

(VII)    Community solid waste disposal systems must be provided.

(VIII)    Community solid waste acceptance facilities must be pro-
vided for use by the residents of the community pending the installa-
tion of a programmed collection and transportation system.

(IX) Systematic county programs for the collection and disposal
of litter, refuse, or
other solid wastes from public and private property
must be
provided:

4 In addition, every county plan shall—

(i) Provide for the orderly expansion and extension of community
water supply systems, community sewerage systems and solid waste
disposal systems in a manner consistent with the needs and plans
of the area;

(ii) Provide for adequate sewage treatment facilities which will
prevent the discharge of untreated or inadequately treated sewage
or other waste of a liquid nature into any waters, or otherwise provide
for the safe and sanitary treatment of sewage and other liquid waste;

(iii) Provide for adequate facilities for the treatment, recovery
or disposal of solid wastes in a manner that is consistent with the
laws of this State relating to air pollution, water pollution and land
use;
