Dangerous Substances," to follow immediately after Subsection
(b) thereof, to provide for parole, probation, and sentence suspen-
sion privileges for second and subsequent offenders of pre-existing
drug laws.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Subsection (c) be and it is hereby added to Section 293
of Article 27 of the Annotated Code of Maryland (1970 Supplement
1971 REPLACEMENT VOLUME), title "Crimes and Punishments,"
subtitle "Crimes and Punishments," subheading "Health—Controlled
Dangerous Substances," to follow immediately after Subsection (b)
thereof, and to read as follows:
(c) Any person convicted of a second or subsequent offense under
any law superseded by this subheading shall be eligible for parole,
probation, and suspension of sentence in the same manner as those
persons convicted under this subheading.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 99)
AN ACT to repeal and re-enact, with amendments, Sections 387B
and SECTION 387C of Article 43 of the Annotated Code of Mary-
land (1965 Replacement Volume and 1970 Supplement), title
"Health," subtitle "Water, Ice and Sewerage," to include in the
planning part of the Sanitary Facilities Fund financing for col-
lection and disposal of litter programs, to require the governing
body of each county to adopt and submit by a certain date to the
State Department of Health and Mental Hygiene a complete county
plan dealing with a systematic program for the collection and dis-
posal of litter, refuse, or other solid wastes from public and private
property, to require designation of county agencies responsible
for structuring a workable plan, and to establish the procedure for
submitting and approving the plan TO PROVIDE THAT
COUNTY PLANS DEALING WITH SOLID WASTE DIS-
POSAL SYSTEMS AND SOLID WASTE ACCEPTANCE FACIL-
ITIES SHALL INCLUDE PLANNING FOR THE COLLECTION
AND DISPOSAL OF LITTER.
