CHAPTER 472
(Senate Bill 583)

AN ACT to repeal and re-enact, with amendments, Sections 70A (a),
(b), (d), (e), and (g) of Article 41 of the Annotated Code of Mary-
land (1965 Replacement Volume, 1970 Supplement), title "Gov-
ernor—Executive and Administrative Departments," subtitle "The
Executive Department," to place the training of "security officers"
under the authority of the Police Training Commission, to increase
the membership of the Police Training Commission from eleven to
twelve members, to place the training of "police supervisors" and
"police administrators" under authority of the Police Training
Commission, and relating generally to the Police Training Com-
mission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 70A (a), (b), (d), (e), and (g) of Article 41 of the
Annotated Code of Maryland (1965 Replacement Volume, 1970 Sup-
plement), title "Governor—Executive and Administrative Depart-
ments," subtitle "The Executive Department," be and they hereby are
repealed and re-enacted, with amendments, to read as follows:

70A.

(a) As used in this section:

(1)   "Approved police training school" shall mean a school ap-
proved and authorized by the Police Training Commission to offer
[a] police training and security training programs as prescribed in
this section.

(2)   "Commission" shall mean the Police Training Commission or
officers or employees thereof acting on its behalf.

(3)   "County" shall mean any county which within its jurisdiction
has or shall have a law enforcement unit as defined in this section.

(4)   "Law enforcement unit" shall mean any governmental police
force, security force or law enforcement organization of the State,
county, or municipality which has by statute or ordinance, the re-
sponsibility of detecting crime and /OR enforcing the general crim-
inal laws of this State.

(5)   "Municipality" shall mean any incorporated city of any class
which, within its jurisdiction has or shall have a law enforcement
unit as defined in this section.

(6)   "Permanent appointment" shall mean any appointment having
permanent status as a police officer or security officer in a law en-
forcement unit as prescribed by the Annotated Code of Maryland,
local public laws, or of any other law of this State, municipal ordi-
nance, or rules and regulations adopted thereunder.

(7)  "Police official" shall mean a full-time police officer employed
by a governmental agency having administrative responsibility.

(8)    "Police officer" shall mean a member of a police force or
other law enforcement organization of State, county or municipal
government who is responsible for the prevention and detection of
