(5) The provisions of subsection (2) (e) herein apply to members
who retired prior to June 30, 1962, as well a these who retire after
that date.
Sec. 2. 3. And be it further enacted, That this Act shall take
effect July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 49 of
Article 48 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Inspections," subtitle "Tobacco," to allow for a
charge on space occupied by the Maryland Tobacco Growers' Asso-
ciation in the State tobacco warehouse.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 49 of Article 48 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Inspections," subtitle "Tobacco,"
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
49.
The Maryland Tobacco Growers' Association, a corporation incor-
porated by an act of the General Assembly of Maryland, the same
being Chapter 223 of the Acts of 1906, is authorized to occupy
[, without charge,] such space in the State tobacco warehouse, for the
purpose of its salesrooms and headquarters, as in the judgment of
the said Maryland Tobacco Growers' Association and the Inspector
of the State tobacco warehouse may be deemed necessary. provided
that no other tobacco is there sold by it except that belonging to the
members of the Association.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME,
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.
