retary of Personnel. The counsel to the Department of Personnel,
and the other assistant attorneys general so employed, shall each
perform such legal duties for the Department as the Attorney Gen-
eral may, from time to time, assign to them; and the Attorney
General is hereby authorized to assign to them, and each of them,
the performance subject to his discretion and control, of any of the
duties with respect to said Department required of him by law. All
such assistant attorneys general shall be practicing lawyers of the
State of Maryland, in good standing, and they shall receive such
compensation as shall be provided in the State budget. This [sub-
section] section shall not apply with respect to any agencies or units
of government within the Department of Personnel to the extent that
such agencies or units are authorized by law to employ their own
legal advisors or counsel.

(a) The Secretary of Licensing and Regulation shall be responsi-
ble for the budget of his office and for the budgets of the other
divisions, boards, commissions, offices and agencies within the juris-
diction of the Department of Licensing and Regulation.
[No such rule or regulation shall be effective until approved by
the Secretary.]
(b) The Secretary of Licensing and Regulation shall be responsi-
ble for promulgating rules and regulations for his office. He shall
review and shall have the power to approve, disapprove or revise
the rules and regulations pertaining to the administration or the
administrative and operational procedures, including budget-making,
purchasing and employment, of all of the divisions, boards, commis-
sions, offices, and other agencies within the jurisdiction of the De-
partment of Licensing and Regulation and no such rule or regula-
tion shall be effective until approved by the Secretary. Nothing herein
shall be construed to authorize or require the Secretary of Licensing
and Regulation to review, approve, disapprove or revise any rule or
regulation of any of the divisions, boards, commissions, offices, and
other agencies within the jurisdiction of the Department of Licens-
ing and Regulation when such rule or regulation pertains to the
regulatory, supervisory, quasi-judicial, disciplinary or enforcement
duty or function of such division, board, commission, office, or other
agency.
(c) In addition to such advisory boards as are or may be estab-
lished by law, the Secretary of Licensing and Regulation may, with
the approval of the Governor, create such advisory boards [as] of
such size as he deems appropriate.
(d) The Secretary shall be responsible for planning activities of
the Department of Licensing and Regulation, and he shall be author-
ized to review and approve, disapprove or revise the plans and pro-
posals of the agencies within the Department of Licensing and
Regulation.
(e) The Secretary of Licensing and Regulation shall have a seal
for purposes of authentication of copies of records or papers in his
office.
