Such appointments shall be made in accordance with the provisions
of the Merit System Law.

(c)   The superintendent of each public facility shall, at intervals
directed by the Commissioner, make such reports in such details as
may be required by the Commissioner.

(d)  The superintendent of each facility, public or private, in
which mentally disordered persons are patients, shall furnish to the
Commissioner or his authorized representatives, on request:

(1)  any information in his possession relative to such patients;

(2)  free access to all records pertaining to such patients, their
care or treatment;

(3)  free access to any such patient; and

(4) free access to any portion of the facility used for or in con-
junction with the care, maintenance, sustenance or treatment of
such patients.

31.    Public Facilities.

(a)   The following existing facilities shall be maintained as public
facilities under the general jurisdiction of the Commissioner:

Spring Grove State Hospital

Springfield State Hospital

Eastern Shore State Hospital

Crownsville State Hospital

Henryton State Hospital

Rosewood State Hospital

Maryland Metropolitan Washington Mental Retardation Center

Clifton T. Perkins State Hospital

(b)  In addition to the foregoing facilities, other facilities may be
brought within jurisdiction of the Commissioner as they are built
or transferred to his jurisdiction.

(c)  The existing Maryland Psychiatric Research Center shall be
maintained as a public facility for psychiatric research. Its pro-
grams shall be directed toward prevention, discovery of causes and
treatment of mental disorders and allied conditions. It shall func-
tion under the general jurisdiction of the Commissioner.

32.    Powers and Duties of Superintendents.

(a)   The superintendent of each public facility shall have general
supervisory powers and duties with respect to the facility that he
governs. He shall have such additional powers and duties as may be
delegated to him by the Commissioner, Department or Secretary.

(b)   The superintendent of any facility, public or private, may ap-
point any employee to act as a law enforcement officer. Upon being
commissioned by the Governor (in the manner provided for em-
ployees of other organizations in accordance with Article 23, sub-
