22.

(a)    The total amount of explosive or pyrotechnic composition,
including raw materials, material being processed, and finished prod-
ucts, that can be safely permitted in any building at a given time
shall be determined and promulgated by the State Fire Prevention
Commission. These limits shall be posted conspicuously on each
building and strictly adhered to.

(b)    All buildings shall be kept clean, orderly, and free from
accumulation of dust or rubbish. Powder or other explosive materials,
when spilled on the floor, shall be immediately cleaned up and re-
moved from the building.

(c)    Adequate and appropriate fire extinguishers meeting state
fire prevention code requirements shall be located in buildings and
shall be readily accessible at all times.

(d)    Rags, combustible and explosive scrap, and paper shall be
kept separate from each other and placed in approved marked con-
tainers. All waste and reject hazardous material shall be removed
from all buildings daily and removed from the plant at regular
intervals and destroyed by submersion in water, or by burning.
Nonhazardous waste shall be removed from the plant at regular
intervals and disposed of in a public dump or by other suitable
means.

(e)    Testing of fireworks and components of fireworks as defined
in this subtitle shall be performed in an area set aside for that
purpose and located at a safe distance, considering the nature of the
materials being tested, from any plant building or other structure.

(f)    A licensed fireworks manufacturer may experiment with
fireworks, pyrotechnics, and the components thereof only as per-
mitted by the State Fire Marshal.

23.

(a)    No person other than authorized employees or representa-
tives of departments of federal, state, or political subdivisions of the
State governments having jurisdiction over the establishments shall
be allowed in any fireworks plants; except as have signed in, stating
the nature of the visit. A record of these visits shall be maintained
for at least two years and subject to inspection by the State Fire
Marshal, or his representatives.

(b)    No smoking or carrying of lighted pipes, cigarettes, cigars,
matches, lighters, or open flame, is permitted inside within the plant
fence; except that smoking may be permitted in office buildings or
buildings used exclusively as lunchrooms or rest rooms and in which
the presence of fireworks or any explosive composition is prohibited.
Authorized smoking locations shall be so marked, contain suitable
receptacles for cigarette and cigar butts and pipe heels, and contain
at least one serviceable fire extinguisher of an acceptable type. Per-
sons whose clothing is contaminated with explosives or other danger-
ous materials to the degree that may endanger the safety of personnel
shall not be permitted in smoking locations.

(c)    Matches, cigarette lighters, other flame producing devices,
keys, knives, coins, or other personal articles of metal shall not be
