and a majority of said Board shall constitute a quorum to transact
the business thereof. The term of office of the members of the first
number so appointed shall be as follows: the nominee from the
Maryland Fire Underwriters Rating Bureau, the nominee from the
Electrical Contractors' Associations, and the nominee from the In-
ternational Brotherhood of Electrical Workers of Maryland, two (2)
years; the nominee from the Municipal Inspector, one (1) nominee
from the Electrical Contractors' Associations, and the person at
large, two (2) years unless removed for cause. Should any vacancy
occur from any cause during the term of any Board as herein pro-
vided, the Governor, with the advice of the Secretary of Licensing
and Regulation,
shall appoint someone from nominations made as
above provided, to fill such vacancy. The Governor, with the advice
of the Secretary of Licensing and Regulation,
shall have full power
to remove any member of the Board for incompetency or improper
conduct upon satisfactory evidence being presented to him of such
condition. The exercise or performance of all powers, authority,
duties and functions vested in the Board by the provisions of this
subtitle, shall be subject to the power and authority of the Secre-
tary of Licensing and Regulation as set forth in Article 41 of the
Annotated Code of Maryland, or elsewhere in the laws of this State.

Sec. 26. And be it further enacted by the General Assembly of

Maryland, That Sections 3, 5, 6, 8, 12, 14, 15B, 57, and 60 of Article
78 of the Annotated Code of Maryland (1957 Edition, 1969
Replace-
ment Volume), title Public Service Commission Law," subtitle
"Public Service Commission," subheading "Functions, Duties and

Powers of the Commission," be and they are hereby repealed and
reenacted, with amendments, all to read as follows:

   The Public Service Commission is hereby established as a part of

the Department of Licencing and Regulation and shall be the agency
to administer this article, and to carry out fully and effectually the

functions committed to it by law, subject to the authority of the
Secretary of Licencing and Regulation.

The Commission shall consist of three commissioners, appointed
by the Governor, with the advice of the Secretary of Licencing and

Regulation.
Each commissioner must be at least 25 years of age,
must be a registered voter resident in Maryland when he is ap-

pointed and when he qualified, and must have been a resident of

Maryland for at least five years next preceding his appointment.
The Governor, with the advice of the Secretary of Licensing and

regulation,
shall designate one of the commissioners as chairman,
and the chairman shall serve in that
capacity until expiration of
his term as commissioner. Commissioners shall be eligible for re-
appointment.

The term of each commissioner shall be six years from the ex-

piration of his predecessor's term. A commissioner shall continue in

office after his term expires until his successor has qualified, but
