1.

(a) The Maryland Board of Examiners of Public Accountants is
continued under the name Maryland State Board of Public Ac-
countancy. The State Board of Public Accountancy shall be a part
of the Department of Licensing and Regulation.
It shall consist of
five members appointed by the Governor, with the advice of the
Secretary of Licensing and Regulation.
All members shall be citi-
zens of the United States and residents of this State. Three members
shall be Maryland certified public accountants currently enrolled
under Section 10 of this article to practice as such, each of whom
shall hold office for a term of three years. The other two members
shall consist of an attorney at law practicing and in good standing
in the courts of Maryland, who shall hold office for a term of three
years; and an economist appointed from a list of three (3) names
submitted to the Governor by the president of Johns Hopkins Uni-
versity who shall hold office for a term of two years. Neither the
attorney at law nor the economist member shall be a certified public
accountant.

(c) Vacancies occurring during a term shall be filled by appoint-
ment for the unexpired term. Upon the expiration of his term of
office a member shall continue to serve until his successor shall have
been appointed and shall have qualified. The Governor, with the
advice of the Secretary of Licensing and Regulation,
shall remove
from the Board any member who shall cease to be qualified under
the requirements stated in subsection (a) above, and may remove
any member for a sufficient cause on written notice containing
charges and specifications and after a reasonable opportunity for
hearing thereon.

(g) The exercise or performance of all powers, authority, duties
and functions vested in the Commissioner by the provisions of this
subtitle, shall be subject to the power and authority of the Secretary
of Licensing and Regulation as set forth in Article 41 of this Code,
or elsewhere in the laws of this State.

Sec. 20. And be it further enacted by the General Assembly of
Maryland,
That Section 130 of Article 56 of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume, and 1969 Sup-
plement), title "Licenses," subtitle "Horse Riding and Rental Sta-
bles," be and it is hereby repealed and reenacted with amendments,
to read as follows:

130.

There is hereby created a State Board of Inspection of Horse
Riding Stables, which shall be a part of the Department of Licen-
sing and Regulation,
[to consist] consisting of three (3) members
to be appointed by the Governor, with the advice of the Secretary
of Licensing and Regulation,
for four-year terms, one member shall
be a duly qualified and licensed veterinarian and one member shall
be an officer of a county humane society. The members of the Board
shall select their chairman. All the members of the Board shall
serve without compensation but shall be allowed their actual ex-
penses incurred in the performance of their duties, to the extent
monies are available out of the license fees collected under the pro-
visions of Section 130B, it being the intent of the General Assembly
