16.

This article shall be enforced by the Board. In carrying out and
enforcing the purpose of this article, it may adopt such reasonable
rules as it may deem necessary. Such rules shall not be inconsistent
with the laws of Maryland. The exercise or performance of all pow-
ers, authority, duties and functions vested in the Board by the
provisions of this Article shall be subject to the power and authority
of the Secretary of Licensing and Regulation as set forth in Article
41 of this Code, or elsewhere in the laws of this State.

Sec. 14. And be it further enacted by the General Assembly of
Maryland,
That Sections 311 and 315 of Article 43 of the Annotated
Code of Maryland (1957 Edition, 1965 Replacement Volume, 1969
Supplement), title "Health," subtitle "State Board of Barber Ex-
aminers," be and they are repealed and reenacted, with amendments,
and new Section 315A be and it is hereby added to the same article,
title, and subtitle to follow immediately after Section 315 thereof,
all to read as follows:

311.

The Governor, with the advice of the Secretary of Licensing and
Regulation,
shall appoint a Board of Barber Examiners for the State
of Maryland, which shall be a part of the Department of Licensing
and Regulation.
The Board shall consist of five members, two of
whom shall serve for a term of two years, two of whom shall serve
for a term of three years, and one of whom shall serve for a term of
five years from the date when their appointments take effect, (except
in the case of an appointment to fill a vacancy). No person shall be
eligible to appointment as a member of said Board unless he has been
continuously for five years last past engaged in the occupation of a
barber within this State.

315.

The Board of Examiners shall have the power to appoint, with
the approval of the Secretary of Licensing and Regulation,
sub-
boards of examiners in such cities and villages of this State as
they in their judgment shall deem necessary. Said sub-boards shall
each consist of three members, and shall possess the same quali-
fications, receive the same compensation, and have the same power
as the said Board of Examiners of the State of Maryland; said sub-
boards shall be subject at all times to the jurisdiction and control
of the "Board of Barber Examiners of the State of Maryland," while
carrying out the duties assigned to them by the said Board of
Examiners and shall serve during the pleasure of said State Board.

315A.

The exercise or performance of all powers, authority, duties, and
functions vested in the Board of Barber Examiners by the provisions
of this subtitle, shall be subject to the power and authority of the
Secretary of Licensing and Regulation as set forth in Article 41
of this Code, or elsewhere in the laws of this State.

Sec. 15. And be it further enacted by the General Assembly of
Maryland,
That Section 329 of Article 43 of the Annotated Code of
