dollars ($15,000.00) annually. [Any director so appointed shall hold
his position on probation for the first six months after assuming his
duties therein and during that time shall be subject to removal by
the Governor. Thereafter, he shall hold his office during good be-
havior, and shall be subject to removal only after charges have been
preferred against him to the Governor. The director shall be notified
of such charges and given a copy of them in due time to prepare an
answer thereto; he shall if he so requests be heard in person or by
counsel and may be removed only by direction of the Governor after
such hearing.]

(a) The advisory board for defective delinquents is hereby estab-
lished as part of the Department of Public Safety and Correctional
Services.
It shall consist of the professor of psychiatry in the Med-
ical School of the University of Maryland, or someone designated by
him; the professor of psychiatry at the Johns Hopkins Medical
School, or someone designated by him; two competent sociologists
from the University of Maryland and the Johns Hopkins University,
one each to be appointed by the respective presidents of these two
institutions; the full-time professor of constitutional law at the Uni-
versity of Maryland School of Law, or if there be no such full-time
professor, or if he is unable to serve, such other full-time professor
of the University of Maryland School of Law as may be designated
by the dean of said school; the Director of Parole and Probation;
and two practicing members of the Maryland bar, with at least five
years' experience in the trial of civil and/or criminal cases, appointed
by the [Governor] Secretary of Public Safety and Correctional
Services, with the approval of the Governor,
to serve for a five-year
term each. The advisory board shall organize by electing a chair-
man, and shall meet on the call of the chairman or of the Secretary
of Public Safety and Correctional Services
at least once in every
three months. One of the members of the said board shall serve as
secretary upon designation by the chairman and shall keep full and
accurate minutes of such meetings and preserve the same. The mem-
bers of the advisory board shall receive a per diem payment for every
day spent in the duties of the board. The advisory board shall
confer with the staff of the Institution, and with the board from time
to time, and shall give to the Institution a general consultative and
advisory service on problems and matters relating to its work.

Sec. 6. And be it further enacted, That Sections 1(a), 2, 6 and
7(a) of Article 38A of the Annotated Code of Maryland (1957 Edi-
tion, 1965 Replacement Volume and 1969 Supplement), title "Fires
and Investigations," subtitle "Fire Prevention Commission and Fire
Marshal," be and they are hereby repealed and re-enacted, with
amendments, all to read as follows:

(a) There is hereby created a State Fire Prevention Commission,
which shall consist of seven persons, qualified by experience and
training to deal with the matters which are the responsibilities of
the Commission, appointed by the Secretary of Public Safety and
Correctional Services, with the approval of the
Governor. The Com-
