(c) The Director shall be the executive head of the State Civil
Defense and Emergency Planning Agency and shall be responsible
to the Governor and the Secretary of Public Safety and Correc-
tional Services
for carrying out the program for civil defense for
the State of Maryland. He shall coordinate the activities of all
organizations for civil defense within the State and shall maintain
liaison with and cooperate with civil defense agencies and organiza-
tions of other states and of the federal government.

There is hereby created a Civil Defense Advisory Council, consist-
ing of such number of persons as the [Governor] Secretary of Public
Safety and Correctional Services
shall determine, all of whom shall
be appointed by the Secretary with the approval of the Governor and
shall serve during [his] the Secretary's pleasure. The Council shall
advise the Governor, the Secretary and the Director on all matters
pertaining to civil defense. The members of the Council shall serve
without compensation, but may be reimbursed for their reasonable
and necessary expenses incurred in the performance of their duties.

(a)    The Governor shall have general direction and control of the
Civil Defense and Emergency Planning Agency, and shall be respon-
sible for the carrying out of the provisions of this subtitle. In the
event of disaster beyond local control, the Governor may assume
direct operational control over all or any part of the civil defense
functions within the State. The Governor is authorized to delegate
such powers as he may see fit to the Secretary of Public Safety and
Correctional Services, and the Secretary may in turn delegate such
powers to
the Director.

(b)    In performing his duties under this subtitle, the Governor
is authorized to cooperate with the federal government, with other
states, and with private agencies in all matters pertaining to the
civil defense of this State and of the nation. The Governor is au-
thorized to make, amend and rescind the necessary orders, rules and
regulations to carry out the provisions of this subtitle, and to prepare
a comprehensive plan and program for the civil defense of this State;
to integrate such plan and program with the civil defense plans of
the federal government and other states to the fullest possible extent,
and to coordinate the preparation of plans and programs for civil
defense by the political subdivisions of this State. The Governor is
authorized to procure supplies and equipment and to institute train-
ing programs and public information programs and to take all other
preparatory steps in advance of actual disaster. The Governor is
authorized to make such studies and surveys of the industries, re-
sources, and facilities in this State as may be necessary to ascertain
the capabilities of the State for civil defense and [to plan for the
most efficient emergency use thereof] to prepare plans for the emer-
gency management of resources in accordance with the National Plan
for Emergency Preparedness.
The Governor is authorized to ap-
point, in cooperation with local authorities, directors for the political
subdivisions of the State and may delegate to them any administra-
tive authority vested in him under this subtitle, and to provide for
the subdelegation of any such authority. The Governor is author-
ized to delegate his authority under this subsection to the Secretary
of Public Safety and Correctional Services.
