Department required of him by law. All such Assistant Attorneys
General shall be practicing lawyers of the State of Maryland, in good
standing, and they shall receive such compensation as shall be pro-
vided in the State Budget. This subsection shall not apply with
respect to any agencies or units of Government within the Depart-
ment of Public Safety and Correctional Services to the extent that
such agencies or units are authorized by law to employ their own
legal advisors or counsel.

(e) Wherever it is provided by law that an appointment to a
particular office within the Department of Public Safety and Cor-
rectional Services is to be made by the Secretary with the approval
of the Governor, and the appointee is to serve at the pleasure of the
Secretary, the Secretary shall not remove the appointee without first
obtaining approval of the Governor.

204C.

(a)    The Secretary of Public Safety and Correctional Services shall
BE responsible for the budget of his office and for the budgets of the
other divisions, boards, commissions, offices and agencies within the
jurisdiction of the Department of Public Safety and Correctional
Services.

(b)    The Secretary of Public Safety and Correctional Services
shall be responsible for promulgating rules and regulations for his
office. He shall review and shall have the power to approve, dis-
approve or revise the rules and regulations of all of the divisions,

boards, commissions,, offices and other agencies within the jurisdic-
tion of the Department of Public Safety and Correctional Services.

(c)    The Secretary of Public Safety and Correctional Services
may in his discretion exercise or perform any power, duty, respon-
sibility or function which any of the divisions, boards, commissions,
offices or other agencies within the jurisdiction of the Department
of Public Safety and Correctional Services are authorized to exercise
or perform, except for those powers, duties, responsibilities and func-
tions set forth in Section 4, subsections (d), (e), (f) and (g) of
Article 26A of this Code, Sections 4,
7, 12 and 13 of Article 31B of this
Code, Sections 7(a) and 14(a) of Article 38A of this Code and Sec-
tions 110, 112(a), 117 and 188A of Article 41 of this Code.

(d)    In addition to such advisory boards as are or may be estab-
lished by law, the Secretary of Public Safety and Correctional Serv-
ices may, with the approval of the Governor, create such advisory
boards of such size as he deems appropriate or utilize as an advisory
board any existing commission established by executive order.

(e)    The Secretary shall be responsible for planning activities
of the Department of Public Safety and Correctional Services, and
he shall be authorized to review and approve, disapprove or revise
the plans, proposals and projects of the agencies within the Depart-
ment of Public Safety and Correctional Services.

(f)    The Secretary of Public Safety and Correctional Services
shall have a seal for purposes of authentication of copies of records
or papers in his office.

(a) The Division of Correction is established and continued as
the same Department of Correctional Services hitherto existing.
