On or before the thirtieth (30th) day of June the county com-
missioners shall have power to change, alter or modify such com-
prehensive program of the county roads board, but such comprehen-
sive program, as submitted or as changed, altered or modified by the
county commissioners on or before the first day of December, shall
be binding upon the county roads board during the ensuing
calendar year; provided, that if any necessary right of way cannot
be obtained, the county roads board shall have the power to pro-
vide for an alternative route or program, subject to the approval of
the county commissioners. It shall be the duty of the county engineer
to see that such program is completed in the best manner pos-
sible.]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 77
(House Bill 913)
AN ACT to repeal and re-enact, with amendments, Section 37(f)
of Article 87 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Sheriffs," subtitle "Compensation and
Duties," to increase salary of the sheriff of Carroll County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 37(f) of Article 87 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Sheriffs," subtitle "Com-
pensation and Duties," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
37.
(f) The Sheriff of Carroll County shall receive an annual salary
of [$6,000] $9,500. He may appoint such deputies as may be neces-
sary for the proper execution of the duties of his office, who shall
receive such compensation as may be determined by the County
Commissioners of said county.
Sec. 2. And be it further enacted, That the provisions of this
Act shall not be construed to extend or apply to the Sheriff of
Carroll County in office on the effective date of this Act, but the
provisions of this Act shall take effect with the next term of office.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1970.
