the Annotated Code of Maryland (1965 Replacement Volume and
1969 Supplement), title "Health," subtitle "Hospitals and Related
Institutions," to follow immediately after Section 556A thereof, and
to read as follows:

556B.

All hospitals as defined within this Article, with the exception of
those operated by the State of Maryland or any of its political sub-
divisions, shall furnish and present to each patient
UPON DEMAND
within thirty (30) days after discharge, an itemized account, or item-
ized bill briefly but clearly describing each item and the amount
charged therefor. The hospital shall not be entitled to demand or
receive
FINAL payment of, or recover for, money due until an item-
ized account or itemized bill required hereby is presented.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 344
(House Bill 496)

AN ACT to add new Section 9-407 to Article 95B of the Annotated
Code of Maryland (1964 Replacement Volume and 1969 Supple-
ment), title "Uniform Commercial Code," subtitle "Secured
Transaction; Sales of Accounts, Contract Rights and Chattel
Paper," subheading "Filing," to follow immediately after Section
9-406 thereof, to make it unlawful for a creditor to charge a fee
for the recordation OR FILING of any document required to be
executed by the debtor unless the document is actually recorded.
OR FILED. WITHIN 30 DAYS, OR IF NOT RECORDED OR
FILED TO RETURN THE FEE TO THE DEBTOR.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9-407 be and it is hereby added to Article 95B of
the Annotated Code of Maryland (1964 Replacement Volume and
1969 Supplement), title "Uniform Commercial Code," subtitle
"Secured Transactions; Sales of Accounts, Contract Rights and
Chattel Paper," subheading "Filing," to follow immediately after
Section 9-406 thereof and to read as follows:

9-407.

Any creditor who charges a fee for the recording or filing of any
document required to be executed by a debtor, and then fails to
record or file document
WITHIN 30 DAYS OR FAILS TO RETURN
THE FEE TO THE DEBTOR, shall be guilty of a misdemeanor and
upon conviction shall be fined not more than one hundred dollars
($100) for each violation.

Sec. 2. And be it further enacted, That nothing in this Act applies
to or affects any happening which occurred prior to July 1, 1970.
