(3) establish procedures for the issuance of licenses and regis-
trations to individuals determined, after application of such tech-
niques, to meet such standards; and after hearing to revoke or
suspend any license or registration previously issued by the Board
if the individual holding the license or registration is determined
substantially to have failed to conform to the requirements of the
standards;
(4) establish and carry out procedures designed to assure that
individuals licensed as nursing home administrators, during any
period that they serve as such, will comply with the requirements
of the standards;
(5) receive, investigate, and take appropriate action with re-
spect to any allegation, charge, or complaint filed with the Board
to the effect that any individual licensed as a nursing home ad-
ministrator has failed to comply with the requirements of the
standards; and
(6) conduct a continuing study and investigation of nursing
homes and administrators of nursing homes within the State, in
order to improve the standards imposed for the licensing of admin-
istrators and the procedures and methods for continuing enforce-
ment of the standards.
(b) The Board also may make rules and regulations, not in-
consistent with law, as necessary for the proper performance of
its duties as set forth herein, and may take such other action as
necessary to enable the State to meet the requirements set forth in
Section 1908 of the Social Security Act, the Federal rules and
regulations promulgated thereunder, and other pertinent Federal
authority.
(c) All moneys collected by the Board shall be deposited with
the State Treasurer and credited by the Comptroller to a special
fund for the payment of all authorized expenses of the Board, as
provided annually in the State budget BECOME GENERAL FUNDS
OF THE STATE. SUCH MONEYS SHALL THEREAFTER BE
DISBURSED BY THE COMPTROLLER ONLY PURSUANT TO
AN APPROPRIATION MADE IN ACCORDANCE WITH SEC-
TIONS 32 AND 52 OF ARTICLE III OF THE CONSTITUTION
OR PURSUANT TO THE PROVISIONS OF SECTIONS 1
THROUGH 15, INCLUSIVE, OF ARTICLE 15A OF THIS CODE,
TITLE, "BUDGET AND PROCUREMENT," AS AMENDED
FROM TIME TO TIME.
759. Qualifications for Admission to Examination.
The Board shall admit to examination for licensing as a nursing
home administrator any candidate who pays the fee currently estab-
lished by the Board and submits evidence of good character and
suitability prescribed by the Board, including that he is at least
twenty-one years old, that he is a citizen of the United States or has
duly declared his intention of becoming a citizen of the United
States, and that he has completed education, instruction, and train-
ing satisfactory to the Board.
760. Examinations.
(a) The Board shall determine the subjects of examination for
