Property
Any property owned by the Authority, whether real, personal or
mixed, tangible or intangible, shall not be subject to taxation by
the State of Maryland, Prince George's County , ANNE ARUNDEL,
HOWARD OR MONTGOMERY COUNTIES OR any municipalities
or any of their instrumentalities or agencies.

Municipal Corporation
The Authority corporation herein created shall not be construed
to be a municipal corporation pursuant to Article HE of the Mary-
land Constitution.

Severability
If any section of this subtitle, or the application thereof to any
person or circumstance, is held invalid, the remainder of the sub-
title and the application of such provision to persons or circum-
stances other than those to which it is held invalid, shall not be
affected thereby. The powers conferred by this subheading shall be
in addition and supplemental to the powers conferred by any other
law.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 257
(Senate Bill 25)
AN ACT to repeal and re-enact, with amendments, Sections 99, 100,
and 102 of Article 77 of the Annotated Code of Maryland (1969
Supplement), title "Public Education," subtitle "Chapter 7. Hand-
icapped Children," to clarify the definition of handicapped children,
and to provide for mandatory cooperation between the State De-
partment of Education and the State Department of Health and
Mental Hygiene in the establishment of standards, rules and reg-
ulations for children with emotional handicaps, and dealing gen-
erally with programs for handicapped children.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 99, 100 and 102 of Article 77 of the Annotated Code
of Maryland (1969 Supplement), title "Public Education," subtitle
"Chapter 7. Handicapped Children," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:
