(C) THE STAFF OF THE SERVICE SHALL CONSIST OF
SUCH EMPLOYEES AS MAY BE NECESSARY TO CARRY
OUT THE DUTIES OF THE SERVICE. THE DIRECTOR SHALL
APPOINT AND REMOVE THE STAFF OF THE SERVICE IN
ACCORDANCE WITH THE PROVISIONS AND RESTRICTIONS
OF ARTICLE 64A OF THE ANNOTATED CODE OF MARY-
LAND, TITLE "MERIT SYSTEM"; EXCEPT THAT SUCH POSI-
TIONS WITHIN THE SERVICE AS MAY BE DESIGNATED
BY THE DIRECTOR, WITH THE APPROVAL OF THE SEC-
RETARY OF NATURAL RESOURCES, AS TECHNICAL AND
PROFESSIONAL POSITIONS FOR THE OPERATION AND SUP-
PORT OF THE SERVICE SHALL BE UNCLASSIFIED POSI-
TIONS AND SHALL RECEIVE SUCH SALARIES AS SHALL BE
SET BY THE SECRETARY AND PROVIDED IN THE STATE
BUDGET. THE OTHER EMPLOYEES OF THE SERVICE SHALL
BE CLASSIFIED EMPLOYEES. PROVISION SHALL BE MADE
IN THE STATE BUDGET FOR THE PAYMENT OF COMPEN-
SATION TO THE EMPLOYEES OF THE SERVICE AND FOR
THE PAYMENT OF GENERAL OPERATING EXPENSES OF
THE SERVICE FROM GENERAL FUNDS,

(d)    The Secretary shall keep a record of the proceedings of the
Board of Directors and shall be custodian of all books, documents,
and papers filed with the Service and of the minute book or journal
of the Service and its official seal. He may cause copies to be made of
all minutes and other records and documents of the Service and
give certificates under the official seal of the Service to the effect
that the copies are true copies. All persons dealing with the Service
may rely upon the certificates, and such copies when certified shall
be received as evidence in any court of law or equity, or before
any judge, justice of the peace, or other tribunal in this State, in
the same manner and with the same effect as if the original books,
papers, entries, records, or proceedings were themselves produced.

(e)  The Treasurer shall develop and maintain a detailed and
accurate accounting system for all financial transactions of the
Service, and he shall perform other duties relating to the financial
affairs of the Service as required by law or by directive of the
Board of Directors.
THE TREASURER SHALL RECEIVE THE
MONIES OF THE SERVICE, AND, UNTIL OTHERWISE PRE-
SCRIBED BY LAW, DEPOSIT THEM, AS SOON AS RECEIVED,
TO THE CREDIT OF THE SERVICE IN SUCH BANK OR
BANKS LOCATED IN THE STATE OF MARYLAND AS HE
MAY, FROM TIME TO TIME, WITH THE APPROVAL OF THE
BOARD SELECT, AND HE SHALL DISBURSE THE SAME
FOR THE PURPOSES OF THE SERVICE ACCORDING TO
LAW, UPON HIS WARRANT AND NOT OTHERWISE. HE
SHALL MAKE ARRANGEMENTS FOR THE PAYMENT OF
THE INTEREST ON AND PRINCIPAL OF THE SERVICE
DEBT. THE TREASURER SHALL, UPON ENTERING THE
PERFORMANCE OF HIS DUTIES, BE COVERED BY A SUR-
ETY BOND IN ACCORDANCE WITH THE PROVISIONS OF
SECTIONS 46 THROUGH 50 OF ARTICLE 78A OF THE ANNO-
TATED CODE OF MARYLAND.

(f)    The Attorney General of Maryland shall be the legal advisor
for the Service and the Board of Directors in carrying out their
duties under this Article; he shall enforce compliance with the re-
