The Youth Commission shall be an independent advisory board
and shall study, comment, and make recommendations to the County
Commissioners and other County agencies on all phases of youth
activities. All operational activities of the Youth Commission as
heretofore designated are transferred to the Recreation and Parks
Board effective with the Budget Year 1970-1971.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 904)
AN ACT to repeal and re-enact, with amendments, Section 29 (a)
of the Code of Public Local Laws of St. Mary's County (1965
Edition, being Article 19 of the Code of Public Local Laws of
Maryland), title "St. Mary's County," subtitle "County Commis-
sioners," to remove the restrictions on courses of study for per-
sons receiving county scholarship aid.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 29(a) of the Code of Public Local Laws of St. Mary's
County (1965 Edition, being Article 19 of the Code of Public Local
Laws of Maryland), title "St. Mary's County," subtitle "County
Commissioners," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
29.
(a) The County Commissioners of St. Mary's County are au-
thorized and directed to award annually four scholarships of three
hundred dollars ($300.00) each to four freshmen entering ANY
STUDENT IN GOOD STANDING AT St. Mary's Seminary Junior
College. [Two of the scholarships shall be awarded to persons pur-
suing business courses, and two shall be awarded to persons pursuing
education courses.] Upon a showing of satisfactory performance
the scholarships may be renewed each year.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
