deemed to provide an additional and alternative authority for bor-
rowing money and shall be regarded as supplemental and additional
to powers conferred upon the County by other laws and shall not
be regarded as in derogation of any power now existing; and all
Acts of the General Assembly of Maryland heretofore passed author-
izing the County to borrow money are hereby continued to the extent
that the powers contained in such Acts have been heretofore been
exercised, and nothing herein contained shall be construed to impair,
in any way whatsoever, the validity of any bonds which may have
been issued by the County under the authority of any said Acts,
and the validity of said bonds is hereby ratified, confirmed and
approved.
Sec. 7. And be it further enacted, That the Board of County
Commissioners of Calvert County shall not issue or contract for the
issue of the bonds authorized by this Act until the Board has sub-
stantial assurances that the Economic Development Administration
or another Federal agency has furnished or will furnish a portion
of the monies needed for the purposes of this Act.
Sec. 8 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 9(7) (e)
of Article 81 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Revenue and Taxes," subtitle "What Shall
Be Taxed and Where," to correct an error caused by the omission
of a sentence in the printing of the bill, providing the time when
exemptions shall be allowed and prorated.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9(7) (e) of Article 81 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Revenue and Taxes," subtitle
"What Shall Be Taxed and Where," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

(7) (e) All exemptions from taxation hereunder shall be
allowed by the assessing authority upon the filing of a claim in
writing under oath, made by or on behalf of the institution or
organization claiming the same, showing the right to the exemption,
briefly describing the property for which exemption is claimed. Such
