such redetermination. Nothing contained in this Act shall operate
to increase any period of commitment for non-payment of a fine for
any offense committed prior to its effective date.
Sec. 7. And be it further enacted, That, save as provided in Sec-
tion 8 of this Act, nothing in this Act shall affect sentencing or
service and discharge of sentence with respect to any offense com-
mitted before the effective date of this Act.
Sec. 8. And be it further enacted, That this Act shall be appli-
cable to sentences for all offenses committed on or after its effective
date.
Sec. 9. And be it further enacted, That Section 4 of Article 38,
as amended by this Act or as hereafter amended shall apply uni-
formly throughout the State and shall apply, to all prosecutions in
any court referred to in said section, including prosecutions for
violations of any county or municipal ordinance.
Sec. 10. And be it further enacted, That all laws, whether public
general or public local, inconsistent with the provisions of Section 4
of Article 38 as amended by this Act, be and they are hereby re-
pealed to the extent of such inconsistency.
Sec. 11. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application and to this end
all the provisions of this Act are hereby declared to be severable.
Sec. 12. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 322)
AN ACT to repeal and re-enact, with amendments, Section 37(o) of
Article 87 of the Annotated Code of Maryland (1969 Cumulative
Supplement), title "Sheriffs," subtitle "Compensation and Duties,"
to increase the salary of the Sheriff of Montgomery County from
twelve thousand dollars ($12,000.00) to eighteen thousand dollars
($18,000.00) per year, and to increase the travel and transporta-
tion expenses for his deputies from fifteen hundred dollars
($1,500.00) to two thousand dollars ($2,000.00).
