of Public Local Laws of Maryland), title "St. Mary's County,"
subtitle "Circuit Court," to follow immediately after Section 7
thereof, to provide for the position of law clerk to be appointed
by the St. Mary's County Circuit Court resident judge and whose
compensation shall be fixed by the County Commissioners and be
provided for in the annual levy.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 7A be and it is hereby added to the Code of Public
Local Laws of St. Mary's County (1965 Edition, being Article 19
of the Code of Public Local Laws of Maryland), title "St. Mary's
County," subtitle "Circuit Court," to follow immediately after Sec-
tion 7 thereof, and to read as follows:

7A.

The St. Mary's County Circuit Court resident judge may appoint
a Law Clerk who shall receive an annual compensation, the amount
to be fixed by the County Commissioners after consultation with the
resident judge, not in excess of seven-thousand ($7,000.00) dollars.
Said compensation shall be provided for in the annual levy and paid
as other expenses and salaries are paid for the conduct of the
business of said Circuit Court.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immedi-
ate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assem-
bly, the same shall take effect from the date of its passage.

CHAPTER 134
(Senate Bill 613)

AN ACT to add new Section 38 (d) to Article 52 of the Annotated
Code of Maryland (1969 Supplement), title "Justices of the
Peace," subtitle "Process and Practice," to follow immediately
after Section 38 (c) thereof, providing for contempt powers and
procedure of the People's Court of Harford County, and relating
generally thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 38 (d) be and it is hereby added to Article 52 of the
Annotated Code of Maryland (1969 Supplement), title "Justices of
the Peace," subtitle "Process and Practice," to follow immediately
after Section 38 (c) thereof, and to read as follows:

38.

(d) The Judges of the People's Court of Harford County have
the power to issue attachments and inflict summary punishments
for direct contempts, committed in the presence of the Harford
