From Special and Federal Funds, for payment
for a State Employees medical insurance pro-
gram, authorization is hereby granted to use
Special and Federal Funds for this purpose,
in the amount of $376,640, to be payable out
of revenues and grants which are the source
of funds for the payment of budget appro-
priations payable out of Special and Federal
Funds; this amount being estimated and it
being the intent that the actual amount,
whether it be more or less, shall be made
available to supplement the appropriation for
this purpose.

CHAPTER 101
(Senate Bill 147)
AN ACT to authorize the creation of a State debt in the aggregate
amount of Fifty Million Five Hundred thirty Six Thousand
Dollars ($50,536,000) FIFTY-EIGHT MILLION NINE HUN-
DRED SIXTY-THREE THOUSAND EIGHT HUNDRED DOL-
LARS ($58,963,800), the proceeds thereof to be used for certain
necessary building, construction, demolition, planning, deferred
maintenance and equipment purposes of this State, for acquiring
certain land and options in connection therewith, and providing
generally for the issue and sale of Certificates of Indebtedness
evidencing such loan and, for the purposes of this Act, modifying
the provisions of SECTION 8 OF CHAPTER 743 OF THE ACTS
OF 1965 AS SAID CHAPTER 743 WAS AMENDED BY CHAP-
TER 568 OF THE ACTS OF 1967, SECTION 8 OF CHAPTER
504 OF THE ACTS OF 1966 AS SAID CHAPTER 504 WAS
AMENDED BY CHAPTER 610 OF THE ACTS OF 1968, AND
